How can i Display arabic chineese oder German Letters?

hi,
i'm using smf 2.0 beta 3.1 if i select german arabic oder chineese i don't get the letters right it shows me "?" this as letter if i write in german language "Ü" it shows "?"
any ideas

are you using utf8?
