Help needed.

I need mod that will make window pop-up with link to topic with new forum rules for all logged users.
For all users that clicked and read that topic flag in DB is set. So that next time they reload index.php it won't pop-up.
I have some idea to use this:

But i'm not sure is that can't be done ?

Nothing new ?
Is there any chance to make something like vBulletin mod, that you need to go to certain page after login, and only then you can continue to back to forum ?
