Need help, global announcement installing

Currently I use SMF 2.0 beta 3.1 public, I've downloaded the mod with this link:

is this mod (GlobalAnnouncements_1-0_Final.tar.gz ) compatible with my forum?

if it is, then how to install it ?

It is not compatible with your version of SMF, there is a list of versions on the download page that that mod is compatible with and yours is not one of them.

You can ask if the modder will update the mod for the newer version of SMF in the thread about that mod, however they may or may not do it...

Indeed. Global Announcements is not compatible with SMF 2.0 beta 3.
JayBachatero may be willing to update it if he's contacted, however - he may be waiting till a stable version of 2.0 is released.
