Login length

Problem with registering.
User login contains 15 symbols.
Where can I change the parameter that logins up to 20 symbols have been resolved?

The new user wants to be registered.
His login contains 15 symbols. Because of a plenty of symbols in a name - the user cannot be registered on a forum.
Where I can change this settings?

As far as I'm aware, theres no setting for minimum username length -- though there is an upper limit to usernames if i remember right.

It may be achievable with a code edit -- but i'll have to take a closer look at it
