Attached images not showing

I think I have some setting turned off but I cant figure out which one.

I am user "Ron" and attached a picture.
As the Admin I can see the picture.
But guests and registered users cannot see it.
I am using 2.0 beta 3.1 public
I have looked over every admin setting I can find and have "View attachments" checked

Now that site could have hotlink protection on, and/or other restrictions.  If you link to the direct image in that HTML page does it show?
