I was wondering if anyone can help me with this.

If you go to http://www.keshichat.net/ you will see a link right at the bottom of the page for 'KeshiChatz'. What this will be is a minisite with general features (not related to the forums). What I am wondering is if it's possible for me to add a who is online action for users viewing that page?

So when someone goes onto the keshichatz minisite, the whoisonline list will say 'User001 is viewing the the keshichatz minisite'. As if it were a regular forum action.

And also, is it possible for me to use the forum's own header in the keshichatz template? It's OK if not because I can use SSI for that.

Adding new actions to the who's viewing list tends to be as simple as making sure the log is updated in your new page, a call to a single function, do not remember it off hand, and add a single line for that action in the language.
