via FTP, edit Settings.php

find
$maintenance
and set it to 0
eg
$maintenance = 0;

Make sure you have the ; at the end.  If you have ssh access go into your forum directory and type "php index.php" and paste the output please.

Not sure what SSH access, the forum is hosted on a remote server I only have ftp access and normal web access.
