smf 2b4 - regular members unable to modify posts

My regular members can not modify their posts.

Permissions say they can, but all of them are reporting that they can't.

It works when I clear the modify own posts and re-set it. But then it just forgets it all again fairly soon after.

I've reported this in the support board as well, but not seen any help as of yet.
