disable notification

I did a search and also checked my settings.  On a local permission group, I have a test forum with the following:

Request notification on replies (D)
Request notification on new topics (D)

Notifications are still being sent.  Did I miss something else?

What type of notifications? That will only disable notifications for that user I believe.

at the bottom of the forum, the notify of new replies.  maybe the notify in the admin section is for something else.

That permission is only for REQUESTING notification.  It does not affect already-requested notifications.

so if I understand it correctly, all new topics that are created will have notify disabled?

Yes.... but are you looking for the default of the "automatically notify me of topics I post in" option?  That's in theme settings.
