I can't get Forum Rules & Regulations to go to the top of the forum
In the Admin Panel it says its the first item and even shows it that way in the admin center

I will need some more information before I can help you properly.

Do you have any related errors in your Forum Error Log?
Do you have any mods installed that may be causing this issue?
Have you recently upgraded from an earlier version of SMF? If so, then which version?

Try moving the categories out of order and then back into the correct order, sometimes that can fix some issues.
