Can I restrict a global moderator from deleting topcs and posts?
I tried to edit the usergroups permissions, but they can still delete.

Open Admin and instead of membergroups click permissions and select Moderator then you can set individual permissions deciding what exactly a mod can do.

Didn't work. Changed permissions for both Moderator and Global Moderator (just to be sure) but they can still remove topics and posts)

I dont really use v2 as standard so I am unsure why the settings are not effecting your forums.Try check bug reports in case this is a known issue or possibly submit one as a possible bug.

If your sure you set the settings correct with no effect on the groups you want it may be an issue that has only just come to light.

Go to Admin > Forum Maintenance and click on the Empty file cache link to see if that fixes the problem.
