Admin Rights = user rights in certain forum?

Here is my request:
In a forum, specified by the head admin, regular (not head) admins have the same rights as a regular user. For example, you have a Admin Announcements forum for admins only, and you (that is saying that you are the head admin) want to lock it and not let the other admins post in it, even though they have the right permissions [to post in locked topics] on any other  non-specified forum. Get what I am saying?

Is that possible?

So you want only the root admin of the forum to be able to post topics there?

Just modify the global mod permissions for *that* board to prevent them from posting. No need for a mod!

No! I said other admins... not global mods! ;)

1. Create another group, like "Other Admins" (non-post-based).
2. Add all the other admins to that group using the "Additional Groups" option in the profile (so they won't know they're in that group).
3. Deny that group permission to post new topics on that board.
