make it where you have to have a unique e-mail address, and make it where the they have to veryfy it, he will eventually get bored of making new e-mails and names just to bug ya.....

it's the best solution to report thme to their ISP or concerned services ...
many user thinks that being behind a computer is a way to prevent them for taking theyre own responsibilitys...
another way for you to do is to check the Ip of the user ( all ip used with the dates of posting in order to prevent abuse from user that have dynamic ip ) and report thme on a clear log to the appropriated services ... ( i think that's what you have done )

For now i only have one thing to see... the title of your post isn't explicit and i beg that many admins search for solutions or guidelines to get rid of the same problem ...
