is there any moderator mods available  for the smf forum?? i want to set up  mod  for my forum but it only  has  global mod and  admin..  how can i add moderators?
is there anyhow  i can let member  applying  for the moderator ?

is there any other ranking  post  available here? i've downloaded here 
it went through but still unable to use it.. can anyone help?

Admin -> Manage Boards
Click on "Modify" next to a board. You add moderators that way.

Currently SMF does not have any sort of membergroup application functionality.

If you're talking about the Topic Rating mod, you need to enable that per board - Admin -> Manage Boards, check the box that says "Enable topic ratings on this board?".
