i have some assholes on my forum that spammed it. so i banned them but they keep hacking to get back. could some1 please help me?

What do you mean by "hacking"? Did they re-register using a different IP address?

i banned their ip and they keep coming back the forums and their posting saying that i cant ban them because there hacking

If they are coming back under different IP's then ban them too. I'm not sure if you can ban a subnet but that would be nice. You can make it so you have to give permission to register, then lock the forum from allowing unregisterd guests to post. There's a few options here, what do you want to do?

They can also be coming in from a proxy and just making names i know of firefox got some kind of plugin where you can serf from proxy can not track them back down so even if you would ban there i.p. they can just keep on coming back by changing there proxys.

Pain in the B**T if you ask me.
