Members of our forum cannot view attachments

Ive had numerous people tell me that they cannot view attachments If they are uploaded. Attachments that are just linked from another site work fine but if they are uploaded to the webserver they do not show. I can personally see them so I do not understand why they cannot. Ive searched through the admin panel and cannot find a option that allows them to view the attachments. Help?

Also we have just noticed that the super admins (highest level of admin) can see this when logged in but if we log out all they can do is see the attachment download not the picture

Click on the name of someone with this problem.  Go to "Show Permissions"... check for the "view attachments" permission.

You can click on edit permissions and then edit each memeber group to enable or disable attachment permissions.
