What do i need to change in my index.template.php to center the buttons across the menu bar?  Right now all of the buttons are crunched to the left.

Firebug from FireFox helps to find these bits sometimes. If you've never used it, it's really fun to play with. Anyway, I'm not familiar with that theme, but it looks like that section is being controlled by class "catbg5" in your theme's CSS.

Best to take it up with the author of that custom theme, but try adding the alignment center details to the menu style area in style.css file
div#menu {
left: 40px;
z-index: 11;
height: 39px;
background: url('images/sep_black.png') no-repeat 0 0;; padding-left:1px; padding-right:0px; padding-top:0px; padding-bottom:0px
}
