PM System gone wrong ???

I recently got a pm from a chap on my forum. The concerning thing is it had this message at the bottom of it

Other recipients of the message include: 1150 hidden recipient(s)

Its not gone wrong, if I am not mistaken, they must have had a lot of BCC (Blind Carbon Copies) so you can't see the other people it was sent too.

But how can a member of the forum send a copy of a pm to all forum members ? I thought mass pm's were only for admin ?

In 2.0, you can specify how many members can send... looks like you have that feature disabled (set to 0).
