how to edit global permissions?

when iam editing permission i see global and local how do i edit the global permissions?

i know i did that... but for some reason when i put the forums on global the global moderators dont have any moderator ship so i have to do it all local....

ya why? what will that do? i switched to local and now it has my global settings and EVERYTHING ON LOCAL SETTINGS IS ON ACCEPT AND IT STILL WONT LET MODS MODERATE THE BOARDS... WHY?

It sounds to me that you are misunderstanding what 'GLOBAL' means in the permissions.  It does not grant a Global Mod permissions, it sets the permissions globally.  To give your Global Mods permissions, you must edit the permissions for that membergroup and give them the permissions you want them to have.
