This is in the wrong board :) -- which version of SMF are you running?  I can move it there so that our support team sees it

If you have access to your PHP.ini, you need to change a couple of settings...

Quote; Maximum size of POST data that PHP will accept.
post_max_size = 100M
and
Quote;;;;;;;;;;;;;;;;
; File Uploads ;
;;;;;;;;;;;;;;;;

; Whether to allow HTTP file uploads.
file_uploads = On

; Temporary directory for HTTP uploaded files (will use system default if not
; specified).
upload_tmp_dir = /tmp

; Maximum allowed size for uploaded files.
upload_max_filesize = 100M

If you are unable to change it yourself, contact your host.

Also, you may not need that high of a limit to post and upload.  The recommended values are 2m and 8m.  I changed mine to 100m because I am a gamer and have to post large files.

If anything, change the settings to 8M and 32M.  That will handle most anything that might work on your board.

First, why do you have three php.ini files in your directory? And which version of Php is installed?
PM at your own risk, some I answer, if they are interesting, some I ignore.

I looked at the Php5.ini and your uploads are on, and the file size is 100mb. How long have the other ini files been present in your directory. Did you place them there or was that done by your host?

Contact your host and have them review your Php.ini settings. The problem you are having with the shout box may also be because of this. As far as I know you should only have one php.ini file in your directory and it must be for the version that you are using.

1.  Are you sure your attachments folder hasn't been filled? 2. What is the size of the file you're getting this error on? 3. Are you sure you're able to define sizes and php settings yourself, have you spoken to your host? 4.  What error log entries are you getting when you try this?
