Let admin choose "recieve important emails" setting

I see that the database structure in SMF 2.0 (probably 1.1 too) is made to have users automatically signed up to recieve important emails and forum announcements. The notify_announcements column is DEFAULT to 1.

I manually changed that to 0 today. However I wanted to change it in SMF but I could not find it anywhere. So I think if I missed this feature to make it so I can have new members not be signed up automatically, it should be a feature
