Function error???

I get an function error and don't know why can somebody please help me out here?

Download the file Settings_bak.php from root directory of your forum to your desktop and rename it as Settings.php

after that reupload the related file again to your root directory

It still does not work 
I downloaded Settings_bak.php renamed it Settings.php uploaded and replaced the old file. I uploaded the files I was working on before but I still get the error. Is there any other way?

Can somebody please help me out?
