Safe Mode is a PHP setting that prevents you from accessing files and folders that aren't owned by the same user as the script trying to access the file/folder. This causes problems when PHP is running as an Apache module because any files created by PHP would be owned by the Apache user, and therefore wouldn't be able to access any files or folders created by your FTP user account. This is why you are unable to install packages with Safe Mode enabled - any file or folder created by PHP will be inaccessible to SMF unless those files are also owned by Apache (which in most cases they aren't).

Error in Package Installation
At least one error was encountered during a test installation of this package. It is strongly recommended that you do not continue with installation unless you know what you are doing, and have made a backup very recently. This error may be caused by a conflict between the package you're trying to install and another package you have already installed, an error in the package, a package which requires another package that you don't have installed yet, or a package designed for another version of SMF.

I just replied to your other topic about the errors, so let's keep replies there. I don't think Safe Mode is an issue in this case because SMF was able to extract the files and read them.
