Administrator Admin page layout

So I've got two instances of smf 2b4 set up.  In one instance when as the administrator I click on 'ADMIN' I get a page with a second horizontal menu with admin options when I hover they drop down and expand. (I like it) However on the other installation, again 2b4, I don't get the second row of menus but a column on the left with just the first level of menu shown.  I've been looking at all the options and I can't see where to configure the second instance to be like the first.  Can someone point me to where I must have configured that for each of these forums?  -thx-

There (should be) and arrow above the admin area.  "<--" will shove the menu to the left "-->" will give you the hover menu. Attached are screenshots from my admin panel...
