HELP! How can I fix these problems?

If someone tries to type a number, it does not come out like a number.  For example, 2009 comes out like 2*** or 2**9.  When we try and type a combined word, such as can't, it comes out with other values instead of the apostrophe. 

How do I fix these problems?

Is this a clean install of SMF? If not, what mods or changes did you make to the forum recently before this problem began? Are you using the word censor setting?
