So I have a board running 1.1.7 right now. I'd kinda like to setup a new 2.0 forum, then transfer the database over. That way I don't have to worry about upgrade hassles or issues. I just like the idea of a clean install better.

How easy is this for some one with fair but limited knowledge?

1.1.7 and 2.0 databases are very different.
There isn't a way to transfer the data over.

Although I am currently part way through working on a merge script which might faciliate this in the future. But no where near finished and no time-frames.

Why set it up now if you are not going to be using it? You may setup a test SMF 2.0 forum and see all the functions and how they work. When the time comes for you to actually upgrade, download the SMF 2.0 Large Upgrade Package and upload all those files to overwrite your SMF 1.1.7 files. Then run upgrade.php from the browser. You should probably uninstall all your mods first just to make sure things run smoother....I hate to have existing mods installed when doing such a major upgrade. They will most likely not work anyway in major upgrades like these since the coding has changed significantly.
