Members of my forum are deployed to the middle east.  Right now, our site is blocked because of being a forum.

-I've checked the metadata and there are no instances there.

-I've changed the folder name.

-I've even given it it's own subdomain.

The only thing that I can think of is the action=forum in the URL.  I'd like to give that a shot and change that.  How much code are we talking about that needs to be adjusted?

Well if it's a software firewall problem, I don't think it can tell it's a forum just on the software.  Make a test htm file at your base domain and get them to hit that.  If they still can't, then there is little for your to do.   Other than change domain name URL's and/or hosting server (as it might be IP based block).
