registration approval setting

I have been looking all over, feel kinda dumb, but I would like to swith the ON the feature to approve all members that register by the admin first, before they get the approval e-mail.

Where do I find this

I'm not quite sure what you're asking. You want it to automatically approve all members registered in the admin center?
