I know most proxies use Port80 as a port, How can I make a Ban that Triggers, or anything that may disallow port80? I understand that this will make Website hosters be unable to acces, but im willing to do this.

I am not sure what the goal is here... If you could post a little more info as to what the problem is and the end result that you wish to achieve maybe it would be more clear as to exactly what you are asking.
PM at your own risk, some I answer, if they are interesting, some I ignore.

You cannot block proxies this way as the client port they use to connect to your server will be totally random

Namecheap (domains)

nooo they use port 80.... Thats why if you use a proxy on Runelocus vote feature, it blocks port 80 so proxies cant vote over and over, unless i missunderstood

port80 is the port that you connect to on remote webservers. However the client port will not be port 80.

For example if I want to visit mysite.com. My PC port will be a random number such as 55410 and I'll be connecting to port 80

My PC 55410 <-------> mysite.com 80

You can see this by visiting IPChicken and looking at 'remote port'.

Easiest way to stop people voting over and over is just to remove the permission for guests to vote in polls.
