question on guests and theme

I had a good theme on my site that I like to use, but it seems it's only being used for members? 

Can someone tell me how to change the theme the guests use to access the board as well, I just had always thought the guests theme= the theme?

I thought where it said "Reset everyone to:" it meant everyone including guests...my bad
