Cannot change Smilies

I cannot find where I can change or add smilies to the forum at all.  I've created a new set, but don't get any opportunity to add the actual filenames and codes.  No screen comes up to permit that.

Is this a bug, or I just haven't found it yet?

Have you seen Smileys and Message Icons?

Yes, I had looked under that - but just found if I hadn't selected "enable customized smilieys" then the "add and edit" are not shown on default set up.

We are pretty new to SMF and i must say I'm impressed
My problem is I'm a second administrator and the software is installed on the first administrators computer along with the server and settings
We live opposite ends of the world GB and NZ so its nearly physically impossible for me to get there and see whats different in our settings
My question is am i still able to upload new smiles thro the smiley and message icon link in the admin control panel for the members to use.
I've been chewing on with this for quite sometime and would appreciate any help you can give

Any admin should be able to upload smileys
