Garbage Collection?

Do the topic ids stay unaffected during maintenance?  Specifically I, in my own db tables, keep topic/message ids.  I just want to make sure that when I delete other messages/topics that at some point that the remaining ids aren't renumbered during some maintenance routine. -thx.
