10 messages per hour

yeah that 10 post an hour is kinda of weired, i understand there trying to keep spammers out but it hurts those in the community

You mean 10 personal messages?

I bet theres some setting you can change to make it more than 10.

I don't see a problem with just limiting PM's to those who actually have posts. If someone comes in I wouldn't allow them to send a PM until they have 10 posts or something. This way, you can see if someone is a spammer before they have the permission to actually PM.

Is there a way to set this up (so many per time limit) in the Admin Center?

Also I established limits per membergroup, however is it correct that if someone has 800 PM and you set their membergroup to let's say 400, I take it they will still have 800?  If this is the case, is there a way to purge this?
