I believe there tons of topics related to same issue
create a temp folder inside your packages and made writeable permission 777

Sorry, your PHP configuration doesn't have support for zlib. Without this, the package manager cannot function. Please contact your host about this for more information.

Andrew Trux, is this issue resolved now? Have you contacted your host about this yet to have them enable or install this functionality for you?

Installing mods via the Package Manager depends on this, otherwise you will have to manually upload and install your mods.
