Format the quoting of a previous message

How do I change the way a quote from a previous post looks?

I would like for the quote to look ... pretty much like quotes look in the SMF community.
Change the background color and put a boarder around it.

Dont know if it makes a difference but I am using the 3column theme, no mods.
