How to Announce all new topics

How can I set it up so that all new topics are automatically announced to members?

In the event that wont work, what about this--even though I gave members permission to announce, that option is still not being presented.

Any ideas?

Are you sure you're not using local permissions?  Have you tried clicking "Show Permissions" in a member's profile?

If you search, others have modified things to send all topics to all members, but once your forum gets bigger you won't want this.
