Below are two copies from new accounts and the users were wondering why it said 100% full.  Any explanation for this?

Capacity 1 messages, 100% full.

Capacity 2 messages, 200% full.

They have recieved the maximum number of PM in their inbox that you can change in the admin panel.

where abouts, I can't find it in smf2 rc1?

You control PM levels via the Membergroup permissions.  Edit the membergroup and alter to your needs.

It's the same as 1.1 and the Online Manual should help:
