Custom "registration is currently disabled" message

Hi,

My forum membership is invitational only.

When users click on "Register", they are forwarded to a page that says "An Error Has Occurred! Sorry, registration is currently disabled. "

How can I customize this message? I checked register.template.php but I can't find the text that I need to modify in there.
