How do I email inactive users on 2.0 RC1?

If their isn't a way to do that without a mod, please make a mod for it.

I have already checked the mods for it and they are outdated.

You would be best asking the mod author in the mods support topic
(the link can be found on this page)
http://custom.simplemachines.org/mods/index.php?mod=1186

if he is prepared to update the mod to work on 2.0 rc1.

Is it possible to email all members of a forum through the admin cp by default?

All (including active) members can be e-mailed through Admin area > News and newsletters

So does that mean it will email all of them without me typing their email addresses?
