News bulletin disappears when member is logged in.

Hi there.

I thought at first that I had just not gotten hang of the news bulleting board, or that I had inadvertently disabled it, but I notice that it does show, but only when I am logged out.  As soon as members log in (well, me anyway) it disappears.  There are so many settings to adjust that I am sure I have just ballsed it up somewhere along the line, yet I can't find how to reset it.

hvae you checked the settings for the theme you are using ?

make sure theyre the same as the default theme the guest would use
