Upgrade to 2

Is it a bad or good idea to upgrade a 1.1.18 forum to 2? Are there any portal mods working with 2?

Its up to you.

SMF2 is not quite as stable as the SMF1.1 branch yet. If you dont mind a few bugs and lack of customizations than go with SMF2.0.
SMF1.1 has a larger database of modifications and themes.

As for portals - Simple Portal which works well on SMF2.0.

Well, it all depends on your personal liking. 2.0 RC1 has many features which you might like as a basic forum, but it is not yet given out as stable and there will be many bug fixes aswell. Talking of which with 1.1.8, it is quite stable and you can customize it here and there as most of the mods are compatible with the 1.1.x series..
