1) Is there a converter from phpBB?

2) Does the 'new posts' system uses cookies for logged in users?

3) Is there a tutorial on how to make mods / themes?

1) Yep, it's on the downloads page, in the convertors and tools section.

2) Nope, post tracking is done server side in the database so it gets it right 100% of the time.

3) Sure is, do a search for package sdk and you will find it.

What do you mean?  If you're talking about the templates, you'd have to learn something anyway; better to use a well documented system (and use it simply) than to use some obscure system.
