HELP WITH INSTALLING BACK UP

HI UMM I MADE A SITE AND IT GOT LOST BUT I MADE A BACK UP FOR IT WHAT I WOULD LIKE TO KNOW IS HOW DO I INSTALL THE BACK UP .......THANKS FOR YOUR HELP IN ADVANCED

use restore_backup.php to restore your backed up database.

Um....how is that done?  Sorry, I'm new to this.  You take the downloaded backup and....what...ftp it to that folder...or rename it restore...or what?   Thanks!
