Have you tried What is repair_settings.php?

If what the above posters solution doesn't work, then this could be a problem with your hosts MySQL Server, do you have any other MySQL driven sites on the same server? Check with your hosting provider.

Before you start blowing everything up unnecesarily, I had this once - it was probably my hosting. I logged into my control panel for the hosting; all looked fine. But SQL database was gone. Wait a few hours (perhaps even 24) and it should be fine - mine was.

Loads fine now.  If you didn't change anything, it was most likely your host.
