Change Forum Time

Does it follow the server or can one change the time. I've been through all the options and can't find an option for it.

I did features options one (didn't see time offset before except in profiles). I changed it but it saved it to my administrator profile rather than whole forum (e.g. to a guest)?

It should affect everyone, but remember that the profile offset is applied after it.

You can make it 24 hour by editing the format string.
