This is a bug in SMF 1.1.9 as well as 2.0 RC1-1. It's the

[i][/i] making the trouble.
The <br /> IS put into the code, it's just put in after the [/i] in the html code, instead of after the [/nobbc][/list]][nobbc] code.

hmm.
Well I was about to confirm that we had fixed it in our svn for RC2.
And was about to point to
http://dev.simplemachines.org/mantis/view.php?id=1655

Unfortunately it doesn't have have resolved it.

Update: well I had to revert my attempted fix for it.  So currently the bug report is re-opened.

Works fine in 2.0 and dev, so fixed.
