Allowing Guests to veiw, but not post

Im struggling with this one.  I have tried to adjust the permissions of the guest group but when people are logged out or visiting to forums for the first time that cant see them do to them being restricted.  I want to allow the to view everything, but not be able to post until they've registered.

I did the search here and found a few others things not really related to the issue.  What am I missing?

Did you tick "Allow guests to browse the forum?" - admin panel > features and options. (Slightly different in 2.0 though)
