I created the test.php file to check for GD. It is installed but not working.

Check with your host what the problem might be. How it is not working?
You'll get the idea

The avatars aren't re-sizing.

What are your settings exactly for avatars?

Please post a link to your phpinfo.  What is phpinfo.php?
