Well i dont want my users to change there name as i always wont them to request it is this possible otherwise people will keep chagning there names ?

Go into the Admin panel, permissions for the membergroups and remove the "Edit account settings" permission for their account. Upside is that they can't edit their name, but they also can't edit things like email address.
