The permissions you require can be found at your forum name as you say look for the chat and shout files.

thanks for your help thus far, Under my forum name I see the following folders, can you tell me which one to look in?  I see cache, files, store, style.  When I click files I see index.htm and .htaccess

Public html, it's in that folder, then I see the name of the forum with a + sign next to it.
